After several years of planning and preparation, the City of Roeland Park is pleased to announce that construction is officially beginning on The Rocks, located at 48th and Roe Parkway. Crews are now mobilizing on-site, marking a significant milestone in transforming a long-underutilized parcel into vibrant, Class A apartments with a sit-down restaurant.
In September 2022, the City entered into an agreement with EPC Development to purchase the property and lead the redevelopment effort. The project, which will bring 287 Class A residential units, a structured parking facility, and space for a sit-down restaurant, represents the most substantial private investments in Roeland Park in recent years.
“We are excited to see The Rocks move from vision to reality,” said Mayor Michael Poppa. “This project reflects our commitment to smart growth, high-quality design, and community-focused development.”
The project includes several community benefits and commitments:
Public art investment of $500,000 fulfilling the City’s 1% for Art requirement, enhancing the aesthetics and public space within the development.
- 5% of residential units designated as affordable/attainable, supporting housing diversity and accessibility.
- Construction standards designed to qualify for Green Globes or Silver LEED certification, reinforcing the City’s commitment to sustainability.
- 71 accessible units classified as “universally designed” which will accommodate a wide range of residents regardless of age, ability or background, allowing renters to age in place.
The project experienced a delay in 2024 as EPC Development finalized financing and completed necessary preparations. With financing now secured as of November 2025, construction activities are underway.
“This is a transformational moment for the site and for Roeland Park,” said City Administrator Keith Moody. “The Rocks will bring new residents, walkable amenities, and new economic activity to the heart of the City.”
